PROBLEM TO BE SOLVED: To effectively use the energy accumulated in a battery to extend the battery life and operate at a high speed a heavy current load, by accumulating a discharge current of battery and controlling the discharge current within a constant value to feed the accumulated power to the heavy current load. SOLUTION: A constant current controller 7 receives, from a main controller 8, as a constant current value, the current obtained by subtracting the required current from the current value preset as a discharge current of a battery 1. When a voltage/current detector 6 detects that a current has exceeded such constant current value, the constant current controller 7 controls a switch 2 to open for a constant period. The power discharged from the battery 1 is accumulated in a capacitor 4 with a charging circuit 9 and it is then converted to the rated voltage with a constant voltage circuit 3B and is supplied to a heavy current load 5B. As a result, the accumulated energy is used effectively and operation life of battery can be extended.
