PROBLEM TO BE SOLVED: To provide a fixing device for quick start fixing which is capable of instantaneous heating, by preventing the flow of heat from a heat-ray absorption layer toward inside, thereby enabling a quick rise in the surface temperature of the heat-ray absorption layer, and by making heat in the lateral direction, in which the paper passage part and paper non-passage part of a heat-ray fixing rotary member in the form of a roll are also situated, uniform during the consecutive passage of transfer materials at the time of fixing, and by preventing axial heat-diffusion and internal temperature-change of the heat-ray fixing rotary member. SOLUTION: The heat-ray fixing rotary member in the form of a roll, (heat-ray fixing roller 17a), is formed by providing a cylindrical light- transmissible substrate 171a, permitting heat ray to pass through it, an elastic layer 171d, and a heat-ray absorption layer 171b, outside the elastic layer 171d, for absorbing heat rays, all of which are disposed having a heat-ray emission means (halogen lamp) as their center. Here, if the heat conductivity of the light-transmissible substrate 171a is K1, and the heat conductivity of the elastic layer 171d is K2, K1>K1 is satisfied in comparison.
