PROBLEM TO BE SOLVED: To prevent scaling for a long period without maintenance and a water softener in equipment for supplying water through a pipeline by sending the water brought into contact with a water purifying material for lowering an oxidation-reduction potential to the pipeline as feed water. SOLUTION: A water purifying material 1 consists of a core 2, a base layer 3 and a surface layer 4, and the core 2 is formed by granulating a ceramic powder, the base layer 3 emits a maximum molecular vibration spectrum in the wavelength range of IR, and a mineral having the expansion vibration or deformation vibration showing the molecular vibration spectrum is used as a main starting material. The surface layer 4 is obtained by vitrifying the surface of a globule. The water brought into contact with such the water purifying material 1 is supplied through a pipeline such as a water pipe and a hot water pipe, the carbonate ion reacts with H+ by contact with the purifying material 1 to form bicarbonate ion, the calcium bicarbonate is made water-soluble as such and stabilized, and scales are never generated in the pipeline.
