PROBLEM TO BE SOLVED: To obtain empty vegetable hard capsules with a low water content, generating no defective breaks and advantageous for filling moisture-absorbing formulations and moisture-sensitive formulations and provide a method for producing the same. SOLUTION: This production of empty vegetable hard capsules is to use vegetable cellulose having 4-8 cps viscosity at 20 deg.C and in a state of 2% concentration, in an amount of 18-22% based on the whole weight of the solution to be 100%, as a main ingredient to which 0.8-1.2% of zeran gum as a thickener, 0.05-0.1% of sodium citrate, 0.01-0.05% of glycerol as a plasticizer, 0.0-0.5% of a fatty acid ester of sucrose as an emulsifier and 76.15-81.04% purified water are blended.
