PROBLEM TO BE SOLVED: To provide a fireproof layer device having a function of reducing a temperature, capable of enduring a high temperature for many hours, and realizing convenient construction. SOLUTION: A closed mechanism is formed by an outer plate 11, an inner plate 12 provided in parallel with an inner face of the outer plate 11, right and left side plates 13 provided on the right and left sides of the outer plate 11 and the inner plate 12, a water supply pipe passage 15 attached to upper parts of the outer plate 11 and the inner plate 12, and a drain pipe passage 16 attached to lower parts of the outer plate 11 and the inner plate 12. The outer plate 11 prevents a flame, and the water supply pipe passage 15 supplies water for cooling the outer plate 11 to obtain temperature reducing effect.
