PROBLEM TO BE SOLVED: To confirm a molten state of powder on-line and in real time by measuring a CO concentration in a surface atmosphere of powder and detecting a molten state of the powder based on the measured value. SOLUTION: A gas sampling tube 10 is of a trumpet shape to easily suck gas, a suction means to guide a sampled gas to a CO analyzer 12 is preferably is an electric driven pump. The CO analyzer 12 to measure the CO concentration of the gas is of a combustion type of a quick analysis because of a real time analysis. The gas sampling tube 10 can freely scan above the surface of a continuous casting powder in order to measure the CO concentration over a whole molten steel surface. By holding the tip of the gas sampling tube 10 so as not to be in contact with a molten steel surface, the tip position is moved with using a robot hand. A quantitative CO concentration is subjected to arithmetic processing in combination with other operation information, the processed result is displayed on a display monitor 13 and controlled. The slab with a reduced quality defect is obtained.
