PROBLEM TO BE SOLVED: To uniformly and quickly add a slag reforming agent to slag for covering the upper surface of molten metal in a ladle tapped from a refining furnace. SOLUTION: Beforehand, the whole upper surface of the slag 14 in the ladle 4 is segmented into plural sections and a prescribed quantity of the slag reforming agent is alloted to each section and the whole quantity of the slag reforming agent alloted in each section is stored, and the ladle 4 is positioned just below the lower part of an adding device, or the adding device 2 is positioned just above the upper part of the ladle 4, and successively, the whole quantity of the slag reforming agent 1 is quickly dropped and added to the upper surface of the slag. A steel having high cleanliness can be produced with a secondary refining in the following process.
