PROBLEM TO BE SOLVED: To obtain a norfloxacin eye drop medicinal liquid showing a solubility in a neutral or weakly acidic range and also showing a low eye irritation in applying to eyes. SOLUTION: This norfloxacin eye drop medicinal liquid containing the norfloxacin shown by the following chemical formula [chemical name: 1-ethyl-6- fluoro-1,4-dihydro-4-oxo-7-(1-pyperazinyl)-3-quinolinecarboxylic acid] as a medicinal component, is obtained by containing a tri-valent metal ion as a dissolving assistant/an irritation-reducing agent for the norfloxacin and adjusted in the pH range of 5.5-8.0.
