PROBLEM TO BE SOLVED: To appropriately use an inflator of variable output by folding right and left side parts of an air bag inward of the air bag respectively in an accordion-like manner in the vertical direction, and folding right and left folding pieces so as not to be lapped on each other. SOLUTION: A strip-like body which is as wide as an opening in the vehicle width direction of a case 12 and extended in the vehicle longitudinal direction by folding right and left side parts of an air bag 16 inward of the air bag in an accordion-like manner in the vertical direction while specified parts of an upper face part and a lower face part of the inflated air bag 6. Both an upper side 16a and a lower side 16b can be gradually inflated on the whole from an early time. The air bag 16 can be inflated on the whole even when is output is set to a low value by using an inflator of variable output as an inflator 14.
