PROBLEM TO BE SOLVED: To obtain the subject water-based binder curable at a moderate temperature, placing merely the minimum possible limitation on pot life, excellent in persistence of feel and suitable for a metal, etc., by including a specific polymer and a specified amine in a specific proportion. SOLUTION: This binder contains (A) a mainly aliphatic water-soluble or water-dispersible polymer having >=1.5 cyclic carbonate groups on the average based on 1 molecule in terminals or sides (having preferably 5-200 mg/g acid value and preferably 0.2-1.5 mmol/g relative content of the cyclic carbonate groups) and (B) an amine having >=2 primary amino groups such as ethylenediamine or diethylenetriamine. The ratio of the number of the primary amino groups in the component B to the number of the cyclic carbonate groups in the component A is (7/3) to (3/7). The water-based binder for a coating material having the soft feel is preferably used to form a coating film on a rigid substrate such as a plastic.
