PROBLEM TO BE SOLVED: To improve the reforming effect of fluid by using the even number of magnets in a set of two, arranging oppositely different pole each other across a flow passage, where the fluid flow, and passing the liquid flowing in the flow passage so as to cross the line of magnetic force generated by magnets to efficiently generate electromotive force. SOLUTION: A recessed groove as a magnet arranging part 8 is formed in a treating main body 1 arranged to be interposed between a faucet part C and a pipe line D, two magnets 2, 3 are arranged in the magnet arranging part 8 to face each other and a spacer is arranged between each magnet 2, 3. After that, a magnet protective cover 4 composed of a non-magnetic material is attached to prevent directly attracting a magnetic body on the magnets 2, 3 or deteriorating the magnets 2, 3. By passing the fluid flowing in the flow passage R so as to cross the magnetic field generated between the magnets 2, 3, the electromotive force is generated in free electrons in the impurities, which is dissolved in the fluid, or ionized materials and the fluid is reformed by micro-current by the electromotive force.
