PROBLEM TO BE SOLVED: To smoothly transfer a sheet body from an old paper tube to a new one. SOLUTION: A paper tube arranged at a specified winding position R, and wound with a sheet body S in a roll by a specified quantity is moved to a removing position R', a new paper tube 4 is arranged at the winding position R, the sheet body S is cut in the width direction, and its cut end is adhered to a circumferential surface of a new paper tube 4 to be rotated at the winding position R. A cutter 8 advanced/retracted to/from the winding position R and appropriately rotated by a drive source is provided, and a cutter blade 11 to press the sheet body S against the new paper tube 4 with an adhesive applied to its circumferential surface in a layer, and cut the sheet body, and an elastic pressing piece 12 adjacent to the cutter blade 11 and presses the sheet body S against the new paper tube 4 are projected on the circumferential side surface along the rotating direction of the cutter 8 while the pressing piece 12 is arranged on the upstream side in the traveling direction of the sheet body S.
