PROBLEM TO BE SOLVED: To enable effective and quick filling of N2 gas without requiring large equipment or complicated filling operations, by first drawing and discharging residual air in a tire by means of the pressure of compressed air prior to filling the N2 gas, thereby lowering the pressure level inside the tire lower than the atmospheric pressure level, and then proceeding with filling the N2 gas. SOLUTION: First, compressed air is introduced into an inlet channel 2 with a handle valve 3 located in the inlet channel 2 opened and a closed center valve 11 located in an outlet channel 8 closed. Thus introduced compressed air is supplied to a film module 1 and separated into O2 gas and N2 gas. The compressed air which passes through a compressed air channel 20, on the other hand, is discharged via a pressure reducing valve 21, a hand valve 22, and an ejector 23. By gradually opening a hand valves 13, 22 under this condition, residual air inside the tire connected to the outlet channel 8 at the end of the channel is discharged. Then, by opening a closed center valve 1, N2 gas is filled into the tire.
