PROBLEM TO BE SOLVED: To miniaturize a control motor, and improve the responsiveness and maintenance of a control shaft. SOLUTION: In this system, a gear row 52, for amplifying the driving force of a control motor 50 to transmit the driving force to a control shaft 24, is provided between the shaft 24, for changing the lift characteristic of a suction and exhaust valve in accordance with the control angle of the shaft 24 itself, and a control motor 50 for rotatively driving the shaft 24. First and second sector gears 62 and 64, engaging with each other and also continuously changing pitch circle radiuses r1 and r2 in a peripheral direction, are provided on the row 52. The gear ratio of both the gears 62 and 64 is varied in accordance with the control angle of the shaft 24, in its turn the gear ratio of the row 52 is varied.
