PROBLEM TO BE SOLVED: To provide a pressure reducing type edge cut valve for a cold district capable of releasing a function as a pressure reducing valve without disassembling a piping part only by exchanging a piston part. SOLUTION: A secondary chamber 9 is formed between a first check valve 17 and a piston 38 to slide in a first cylinder 29 downstream from it and to pass and stop water under reduced pressure by downward pressurizing force by a pressure reducing spring 42 and upward pressurizing force by hydraulic pressure. An escape valve 21 to receive differential pressure of primary pressure upstream from the first check valve 17 and downstream pressure is stored in it, and a second check valve 47 to adhere to a second cylinder 6 coaxially provided with the first cylinder 29 is installed on the piston 38. It is devised to open a drain port 4' by movement of an operating rod above the piston at the time of draining and free to remove a function as a pressure reducing valve by exchanging a piston part devised to restrain a vertical moving distance of the piston 38 and a spindle by assembly by eliminating the pressure reducing spring.
