PROBLEM TO BE SOLVED: To make a makeup finishing period hardly affected by weather without requiring a skilled worker at a site by integrally laminating a decorative layer made of a binder and mineral fine aggregates on one face in the thickness direction of a board including a synthetic resin foam body layer. SOLUTION: This panel with a decorative layer is formed with a board 4 including a synthetic resin foam body layer, a decorative layer 2 made of a binder 21 and mineral fine aggregates 22, and a protective layer 10. The protective layer 2 is fixed to one face in the thickness direction of the foam board 4, and the protective layer 10 is stuck to the decorative layer 2 side peelably from the decorative layer 2. The decorative layer 2 is usually manufactured on the protective layer 10 in advance, a decorative layer 3 with the protective layer 10 thus obtained is fixed to the foam board 4 via an adhesive to manufacture the panel with the decorative layer 3. The panel is made lightweight in weight, no skilled worker is required at a site, the makeup finishing period is not affected by weather, and the heat insulating property of a building such as a house or an office is improved.
