SOLUTION: Since an underground stratum 21 is blended with aggregates using site generated earth, bentonite 6, and cement, and cement as being curing material of underground stratum 21 has a more blending rate than that of a water barrier stratum, a sufficient mechanical strength is given to support a water barrier stratum 22. Moreover, since a compression strength is intensive, it has a water barrier ability similar to the conventional one.
