PROBLEM TO BE SOLVED: To obtain a cured material effective for preventing the deterioration of substrate and having excellent weather-resistance and adhesivity by forming a specific undercoating layer on a substrate and forming a coating layer composed of a prescribed top-coating composition on the undercoating layer. SOLUTION: A substrate made of metal, etc., such as iron is coated with (A) a coating layer composed of an undercoating composition containing an aqueous dispersion produced by dispersing a polymer containing (i) a polyorganosiloxane obtained by the polycondensation of tetramethoxysilane, etc., and (ii) a vinyl polymer composed of (meth)acrylic acid, etc., in an aqueous medium and the applied coating layer is further coated with (B) a coating layer composed of a top-coating composition containing an aqueous dispersion produced by dispersing (iii) a polymer containing a polyorganosiloxane and a vinyl polymer and (iv) an inorganic fine particle and/or sol having photo- catalytic activity such as TiO2 in an aqueous medium. The total thickness of the under-coating layer and the top-coating layer is preferably 0.2-60μm in terms of the dried film thickness.
