摘要 PROBLEM TO BE SOLVED: To keep the generation of dioxin at a low level by setting a target value for the concentration of hydro carbons and/or an aromatic organic chlorine compound, and a target value for a combustion gas temperature by a residing period of time of a combustion gas and/or an oxygen concentration, and determining an operation amount in such a manner that a waste gas temperature may become the target value. SOLUTION: In an unburned portion concentration target value setting section 31, a concentration for an unburned portion which becomes a target is calculated by a regulation value for a dioxin concentration, and a correlation formula of the dioxin concentration and the concentration of hydro carbons or chlorophenols which are the unburned portion, is obtained in advance. In a combustion gas temperature target value calculating section 33, a target value for a combustion gas temperature is calculated by the unburned portion concentration target value which is set in the unburned portion concentration target value setting section 31, the residing time of the combustion gas which is calculated by a combustion gas residing time calculating section 32, and a combustion speed formula of the unburned portion. In an operation amount determining section 34, a combustion air amount which is an operation amount of a refuge incineration device, a combustion air temperature and respective stoker speeds are determined by a deviation between the combustion gas temperature target value and an actual combustion gas temperature.
