PROBLEM TO BE SOLVED: To provide a thermal insulation panel frame having excellent thermal insulation property of the whole panel with a low manufacturing cost and its efficient manufacturing method. SOLUTION: A thermal insulating material 15 constituted by rock wool 1, thermoplastic organic fiber 3, and glass fiber 2 with these fibers irregularly oriented in a mixed condition and with the fibers bonded by the thermoplastic organic fiber 3 is filled into a panel frame body 9. Rock wool particlelike cotton, thermoplastic organic fiber 3, and glass fiber 2 are mixed, fibers of this mixture are disentangled, and the fiber mixture with fibers disentangled is accumulated like a mat. This matlike accumulated object 8 is put on the panel frame body 9 and is heated above a melting point of the thermoplastic organic fiber 3 by pressurizing it to fuse the thermoplastic organic fiber 3 or accumulate the fiber mixture with fibers disentangled directly like a mat on the panel frame body 9.
