PROBLEM TO BE SOLVED: To obtain a composition which contains a powdery substance coated with a cerium oxide and has an ability to inhibit phototoxicity, an excellent UV light-shielding effect, and excellent transparency. SOLUTION: This composition contains a powdery substance coated with a cerium oxide CeO2-X [0<=(x)<=2]}. It is preferable that the powdery substance coated with the cerium oxide is the powdery substance coated with both the cerium oxide and silicon dioxide. The powdery substance to be coated is preferably a powdery substance having a photocatalyst activity (preferably titanium dioxide powder and/or zinc oxide powder), and the composition is preferably a photocatalyst-inhibiting composition. The composition is preferably a composition for external use. The (x) value of the cerium oxide is preferably 0<(x)<2. The powdery substance coated with the cerium oxide can be prepared by compounding particles (nuclear particles) as nuclei with the cerium oxide in a calcination process, etc. The nucleus particles are contained in an amount of 95.0-99.9 wt.% based on the total amount of the powdery substance coated with the cerium oxide.
