PROBLEM TO BE SOLVED: To prevent the amount of air feed from being changed mischievously by children or the like and to improve reliability by providing a blower for aerating an aeration tank of a septic tank for aeration/backwashing or the like with an operating part for changing air volume change by operating two or more operating buttons simultaneously for prescribed time. SOLUTION: The septic tank 7, for example, a combined septic tank is provided with first and second tanks 9a, 9b of an anaerobic tank 9 provided with a filter medium 8 and the aeration tank 1 provided with a contact plate 10 on which aerobic microorganisms are carried.
