PROBLEM TO BE SOLVED: To obtain a water-in-oil type emulsion composition having excellent shelf stability and the touch by making the composition include a specific dialkyl ether, a specified a polyoxyalkylenealkyl co-modified organopolysiloxane and an inorganic salt. SOLUTION: This composition comprises (A) a dialkyl ether containing 12-20 total carbon atoms in the molecule (e.g. dioctyl ether), (B) one or more of a polyoxyalkylenealkyl modified organopolysiloxane of the formula (R is H or a 1-5C alkyl; X is 5-50; Y is 1-30; Z is 20-200; (a) is 2-20; b is 1-5; c and d are each 2-20) [e.g. ABIL EM90 made by Goldschmidt T.H. AG], (C) an inorganic salt (e.g. sodium salt, potassium salt, calcium salt, magnesium salt, barium salt, zinc salt or ammonium salt of sulfuric acid, phosphoric acid, hydrochloric acid, sulfurous acid, nitric acid, nitrous acid, silicic acid in the ratio of preferably 0.05-35 wt.% of the component A, 0.05-5 wt.% of the component B and 0.05-5 wt.% of the component C.
