PROBLEM TO BE SOLVED: To suppress the static build-up of fibers of clothing by using water brought into contact with a water purifying material for lowering an oxidation- reduction potential as washing water when clothing is washed. SOLUTION: The water purifying material 1 consists of a core 2, a base layer 3 and a surface layer 4. A ceramic powder of SiO2, Al2O3 or the like is globurized and used as the core 2. The surface layer 3 is a glaze part and consists essentially of (1) 90-95 wt.% various minerals forming a wide absorption band in the wavelength range of IR in the molecular vibration spectrum of water and (2) SrO2, TiO2, CoO or the like. The surface layer 4 is vitrified and not broken or worn by contact of the surface with the outside. The water brought into contact with the water purifying material 1 thus formed is used as washing water when clothing is washed, and the charging of the fibers of clothing is effectively suppressed.
