PROBLEM TO BE SOLVED: To provide a precoated metal plate excelling in heat reflexivity. SOLUTION: A primer layer 4 of 3-20μm dry film thickness that resin paint blended with rust preventive pigment is applied and baked is formed on the surface of a surface-treated metal substrate 2. On the surface of the primer layer 4, paint that 100 pts.wt. of paint is blended with 3-20 pts.wt. of hollow inorganic balloon 6 of 20-40μm average particle diameter is applied and baked to form a final coating layer 5 of 10-50μm dry film thickness.
