PROBLEM TO BE SOLVED: To reduce the amount of NOx emitted and to improve safety by simultaneously burning two or more gas generating agents having different oxygen balances by an inflater of air bag system. SOLUTION: Two or more gas generating agents having different oxygen balances are simultaneously burnt. In general, two kinds of a gas generating agent having a minus oxygen balance and a gas generating agent having a plus oxygen balance are used. The oxygen balances are preferably -0.2 to +0.2 g/g. The oxygen balance is shown by the amount of excess and deficiency of oxygen per g explosive. The gas generating agent is a non-azide-based gas generating agent and preferably contains a nitrogen-containing compound and an oxidizing agent. The nitrogen-containing compound is preferably one or more selected from a tetrazole derivative and a guanidine derivative, especially preferably nitroguanidine, cyanoguanidine or 5-aminotetrazole. Preferably the blending ratio of the nitrogen-containing compound in a gas generating agent composition is generally 20-70%.
