PROBLEM TO BE SOLVED: To provide a packaging bag-unsealing device which is capable of completely unsealing a packaging bag to a condition with which no sandwich, etc., is brought into contact even when the packaging bag is closely attached to each other through the static electricity. SOLUTION: An unsealing device comprises a first unsealing means 1 which picks up or sucks a part close to an opening of an upper film in a packaging bag F and opens the packaging bag F by the specified quantity, and a second unsealing means 2 which can suck an approximately intermediate part of the upper film of the packaging bag F opened by the specified quantity by the first unsealing means 1.
