PROBLEM TO BE SOLVED: To provide an image forming device used for a printer, a copier or the like and provided with high control response properties and high processing capability for making easy the scattering of tones out of a sleeve. SOLUTION: An image forming device is provided with a sleeve 1 carrying a charged toner layer 26 thereon and carrying the layer, an FPC 11 with a plurality of openings 21 passing toners 4 scattered from the sleeve 1 and controlling the passage of toners 4 in compliance with external image signals, an intermediate image holding belt 44 whereon the passed toners 4 are made to collide with are formed successively in the above order and a vibrating means 27 providing the mechanical vibration to the scattering section of the toner layer 26 carried on the sleeve 1.
