PROBLEM TO BE SOLVED: To obtain a new medical preparation for decoloring the human skin, the hair of the body and the hair of the head having a non-irritant, nontoxic and nonallergic property to the skin and stability in the composition by making the preparation include a compound containing a phenyloxime fragment. SOLUTION: The cosmetic composition for decoloring and/or bleaching the human skin, the hair of the body and the hair of the head is produced by making the composition include a medium acceptable for a cosmetic topically applicable to the skin and/or a surface growing body of the skin and at least one derivative of a compound shown by the formula [R, R1, R2 and R3 are each H, a 1-24C (hydroxy) alkyl, a (substituted) aryl of the like] (e.g. p- hydroxyacetophenoneoxime). Preferably the content of the compound of the formula in the composition is 0.001 wt.% to 10 wt.%, more preferably 0.005 wt.% to 5 wt.%. The compound of the formula is obtained by reacting a hydroxylamine with an aldehyde (aldoxime) or a ketone (ketoxime).
