PROBLEM TO BE SOLVED: To provide an underwater hardened body forming material capable of being manufacture in the way of saving resources at a low cost. SOLUTION: An underwater hardened body forming material 25 contains earth and sand, coal ash, cement and water. When drying weight of earth and sand stands for 1, the coal ash contains weight of 0.15 to the minimum. When a slump testing method regulated by JIS(Japanese Industrial Standard) A1173 is applied to the material 25 to be cast in the water, slump can indicate a value of 0.5-2.0 cm.
