An external steroid preparation comprising a 21-alkoxysteroid compound represented by formula (I), propylene carbonate, and a polyoxyethylene/hardened castor oil. In said formula R<1> represents C1-4 alkyl or methylthiomethyl; R<2> represents C2-7 alkanoyl; and the wavy line indicates alpha - or beta -coordination.
