PROBLEM TO BE SOLVED: To execute an apparatus simply and rapidly by providing a heat insulator on a rear surface of a plate, forming pipe grooves on a surface of the plate, containing pipes in the grooves, and bringing a flat surface part of the plate into surface contact with a rear surface of a ceiling. SOLUTION: The cooling and heating unit Y has a resin pipe mat P, a plate 1 made of a metal, and a plate-like heat insulator 2 provided on a rear surface of the plate 1. The mat P has a supply side main pipe 3, a return side main pipe 4, and a plurality of heat exchanging pies 5 communicating with these main pipes in a mat-like state as a whole. Pipe grooves 8 and a flat part 9 are formed on the surface of the plate 1, and the pipe 5 is engaged along the groove 8. The cooling and heating apparatus is executed by installing the unit Y at the mat P side toward the rear surface side of the ceiling. Thus, fluid is distributed to the respective pipes 5 to eliminate a temperature irregularity.
