PURPOSE: A sound recognizing device is provided to recognize a sound by extracting a sound order in a situation of severe vehicle noise to detect precise voice order regarding travel noise of a vehicle. CONSTITUTION: A microphone(10) recognizes voice that commands and changes into an electrical signal to output. An A/D converter(20) receives an input of an analogue voice signal digitized to analyze a frequency for outputting voice data frequency-analyzed. A vector quantizer(40) receives sound data and groups representative value of similar pattern and puts indexes to output index sequence. An index added to noise caused by highway travel is limited into 3-5 and appears in random. An index comparing module(50) receives index sequence output from the vector quantizer(40) for reading. Thereafter, the input index is discriminated to be noise index and receives index. In case of not noise index, a size of signal is compared with a limit value to determine sound index. If determined to be the sound index, a recognition discriminating module(60) detects only index to output.
