PURPOSE: A seat belt tension reducer with a clutch is provided to operate the elasticity of a coil spring individually in drawing a webbing in or out by integrating a coil spring. CONSTITUTION: A tension reducer of a seat belt induces the active operation of a webbing by interlocking a retractor in drawing in and out the webbing, and has a clutch apparatus(110) to relieve the pressure applied on a driver. The clutch apparatus has a bush shaft(120) and a stay shaft(160) to convert the elasticity of two springs to the rotational force of a body, and removes the frictional noise of the spring and the eccentric rotation of the body. A holder(140) of the clutch apparatus has a middle wall and a hole(142) in the middle. A first boss and a second boss are protruded axially in the circumference of the hole. The second boss is formed to be longer than the first boss, and the eccentric rotation of the holder is induced by a second spring.
