PROBLEM TO BE SOLVED: To make a movable magnet support cylinder return automatically to a non-braking position, when defects are generated in a fluid pressure system or an electric system during braking. SOLUTION: A fixed guide cylinder composed of nonmagnetic material is arranged in a braking drum. Many ferromagnetic plates are installed at equal intervals in the peripheral direction of the guide cylinder. A fixed magnet support cylinder 17 coupling magnets 7, 6 face the respective ferromagnetic plates, and a movable magnet support cylinder 16 are installed in parallel with the axial direction, in the guide cylinder. The movable magnet support cylinder 16 is pivoted in the normal direction and in the reverse direction, and the braking position and the non-braking position are switched over. The magnet 6 of the movable magnet support shaft 16 at the braking position is prevented from being arranged with the magnet 7 of the fixed magnet support shaft 17 in the axial direction.
