PROBLEM TO BE SOLVED: To build up an intruder detection system which high precision by utilizing an infrared sensor and a picture sensor employing an image pickup device (supervisory camera). SOLUTION: A picture sensor 2 receives a video signal from an image pickup device 1, calculates the difference between a background picture and a current picture or the difference between a picture of a preceding frame and the current picture so as to detect the change in the lightness, intrusion or a movement of a person or the like, and an infrared sensor 3 senses the person. A discrimination section 4 receives a signal from the picture sensor and a signal from the infrared sensor 3 via a control section 6 so as to discriminate whether only a change in the lightness or the like by the intrusion or the movement of the person and a notice section 5 reports the detected contents based on the discrimination. Or a monitor 7 for displaying a supervised picture may display the contents.
