PROBLEM TO BE SOLVED: To rapidly and surely recognize connecting relation among a terminal, a concentrator and ports by decoding a signal received from the terminal, recognizing that the signal is the connecting device recognizing one and informing that the terminal, which originates the signal is connected to the concentrator when the signal is recognized, as the connecting device recognizing one. SOLUTION: A command receiving part 305 discriminates whether or not data is a command, when it receives data from the terminal with an analog port group 301 and a LAN port group 302 and transfers it to a command decoding part 306, if it is the command. It is discriminated whether or not data is the connection recognizing request command by retrieval on a command table 307 and an announce instruction is outputted to a main body announcing part 310 and a port announcing part 308 according to the kind of the command, if the command is the connection recognizing request one. The announcing parts 310 and 308 recognize a setting value, which is set by an announce form setting part 311 and execute a prescribed announcement.
