PROBLEM TO BE SOLVED: To provide a transparent conductive material, having high transparency and capable of forming a transparent conductive film with a high work function, transparent conductive glass having satisfactory injection efficiency of a hole and capable of maintaining stable luminescent condition for a long time, when used for an electrode of an organic electroluminescent element, and a transparent conductive film. SOLUTION: This material is made of a composition, containing one or at two kinds of metal oxides selected from among indium oxide, zinc oxide or tin oxide, mixed with 5-20 atom % of one or at least two kinds of metal oxides selected from among iridium oxide, rhenium oxide, and palladium oxide to total metal atoms. A sintered body of this material is formed by sintering this composition. A target for sputtering comprises this sintered body. Transparent conductive glass and transparent film are obtained by forming a film by using this target.
