PROBLEM TO BE SOLVED: To make enhancible the effect on preventing the occurrence of wrinkles on a paper without loading an excessive stress on the paper by forming the upper surface of a preheating plate installed at the preceding stage of a fixing roller to a projecting curved shape in the width direction of the preheating plate and also controlling the curvature of the curve so that it may be equal to or below a specific value. SOLUTION: The upper surface of the preheating plate installed at the preceding stage of the fixing roller is formed to the projecting curved shape in the width direction of the preheating plate, and also, the curvature of the curve is controlled to be <=0.7 mm per 300 mm width. As for the device a toner image formed on the paper 8 is fixed on the paper 8 and the paper 8 passes through the preheating plate 1 which is curved in a paper running direction at a fixation process, then, a component force F1 is applied on the paper 8 through the tension F of the paper. On the other hand, as for the component force of the force F1 in the width direction, the plate 1 is curved so as to project in the width direction, then, a component force F2 is generated. Thus, the paper 8 is stretched between both ends of the paper 8 by the component force F2, then, the effect on smoothing down the paper 8 is obtained.
