<p>PROBLEM TO BE SOLVED: To allow a receiver side to attain reproduction of each of media data independently of a quality state of a channel. SOLUTION: A differential motion vector limit section 10 uses a timer to count number when '1' is entered as a channel quality state 9 for each unit time and to store it and the count is referred to in the unit of one picture based on the position information 22 of a coded object macro block received at the same time to decide differential motion vector limit information 11 based on the count to be referred to. A motion compensation prediction section 12 calculates a differential motion vector and compares it with the differential motion vector limit information 11. When the calculated differential motion vector exceeds the differential motion vector limit information 11, the differential motion vector is replaced with the differential motion vector limit information 11 to limit a motion vector 21, which is outputted to a VLC section 20.</p> |
