PROBLEM TO BE SOLVED: To reduce delay times by means of increasing a data amount by detecting the data amount stored in a frame memory at every prescribed time and inserting interpolation data amount corresponding to a difference between a storage data amount and an interleave matrix. SOLUTION: When SDTI-I/F 104 detects data to be transmitted, it is stored in a frame memory 105, the stored data amount is detected at every fixed time by a controller 110, it is read-out when data which are more than an interleave size is stored and a correction sign is added at every prescribed size by an ECC encoder 106 and stored in an interleave memory 107. When the data amount is less than the size, it is decided as being interrupt of input data by the writing and reading positions, interpolation data amount corresponding to the difference with the stored size is inserted and stored in the memory 107, and then, it is transmitted to a network as an ATM cell by the prescribed block unit. Thus, input data are stored and the time up to transmission is reduced.
