PROBLEM TO BE SOLVED: To facilitate functions of a user interface and a communication process by providing a second common interface means for communicating with a first common interface means of a main function control means. SOLUTION: A main function control means 20 has a common interface(I/F) means 21 for common I/F processing and conducts a main function control together with controlling measuring hardware. A user I/F means 30a has a second common I/F means 31a for communicating with a first common I/F means 21 of the means 20. The means 30a transmits data of key input from a keying unit 32a to the means 20, receives data from the means 20 and displays the data on a display unit 33a such as, for example, a liquid crystal display. Thus, an Input/output function means of the means 30a or the like inputs or outputs the data to or from the means 20 through the means 21, 31a.
