PROBLEM TO BE SOLVED: To prevent the flowing-in of running wind, when a fan is rotated and cool a core part by using running wind, when the fan is stopped. SOLUTION: In a cooling fan 1, a sucking port 23a of a casing 23 is arranged toward the vehicle front side of a core part 17, and an exhaust vent 23b of air is opened on the downstream side of the casing 23, substantially downward. In the case 23, an aperture part 25 capable of introducing running wind in the casing 23 is opened, and a movable plate 26 capable of opening and closing the aperture part 25 is fixed. When a fan is operated, an air flow toward the exhaust vent 23b is generated in the casing 23, the movable plate 26 maintains a state with closing the aperture part 25 closed, and running wind does not flow in the casing from the aperture part 25. When the fan is stopped, since an air flow toward the exhaust vent 23b is not generated in the casing 23, the movable plate 26 opens the aperture part 25 by receiving running wind, and the running wind is introduced from the aperture part 25 in the casing 23.
