PROBLEM TO BE SOLVED: To improve degradation in response performance due to an increase in the number of path switching devices by informing path switching devices of control contents and informing an operation control part of control result reports from all the path switching devices collectively. SOLUTION: The operation control part 401N, after setting data of a switching device number 407N1, a port number 407N2, switching operation 407N3, and a connection destination 407N4 of a path switching control table 407N, sends a path switching process start indication to a path switching device control part 404N. The path switching device control part 404N generates a command by a command generation part 407N1 by referring to the contents of the table 407N and sends the command to path switching devices 301 and 302 by transmission and reception parts 407N2 and 407N4. The path switching device control part 404N having received responses from the path switching devices 301 and 302 analyzes the response contents by a response analysis part 407N6 and informs the operation control part 401N of whether the process result is normal or abnormal.
