PROBLEM TO BE SOLVED: To flexibly set a communication mode and to securely make a response to an incoming call by providing a setting means for setting whether or not a response is made for an incoming call and a control means for controlling whether or not the response is made for the incoming call based on the mode set in the setting means. SOLUTION: An ISDN communication control part 102 monitors an incoming call on a D channel while it controls an ISDNi/f part 105. A transmission capability information element in a call setting(SETUP) message being the incoming call on the D channel is detected. When the transmission capability information element is detected, the content of the detected transmission capability information element is checked. When the content is matched with a communication mode which is previously registered in a memory 107, a high-order layer matching information element in the SETUP message is detected. Then, the content of the detected high-order layer matching information element is checked. When the content is matched with the communication mode of the memory 107, the response for the incoming call is made.
