PROBLEM TO BE SOLVED: To identify whether or not an image is plotted in an original to be a read object, to prevent device constitution from being complicated so as to perform the identification and to appropriately and surely identify the presence/absence of the image even for a colored original. SOLUTION: By providing an information amount calculation means 11 for calculating a practical information amount from the encoding efficiency for instance based on the information entropy of the image data for the image data after sequence transformation and quantization are performed, whether or not a part equivalent to a real image is included in the image data is appropriately and surely specified from the calculated result.
