PROBLEM TO BE SOLVED: To emit light of high intensity, to maintain long afterglow hours and to enable visual recognition of existence by providing a light-storing and emitting layer containing a light-storing and emitting agent for wrapping a wire-like core material having white surface layer of highly visible-light reflectivity. SOLUTION: This luminescent stripe body 1 is formed into a thin, long shape circular in a cross section, whereby a core material 2 of aluminum or silver wire circular in a cross section is wrapped around by a light-storing and emitting layer 3 of a transparent resin mixed tightly and uniformly with a fine particle of a light-storing and emitting agent 4. The core material 2 has 90% or more of total highly visible-light reflectivity and the surface layer of the core material 2 has a satisfactory reflective power, so that a high intensity radiated light 7 can be spontaneously emitted from the periphery. By constituting the core material 2 of an aluminum or silver wire material soft and plastic, the shape of the luminescent stripe body 1 can be formed flexibly in various shapes, such as a continuous coil-shape, a wave-like shape, a character-symbol shape and a ring-like shape and the luminescent stripe body 1 can be used for many purposes and many applications.
