PROBLEM TO BE SOLVED: To obtain a communication element that uses a boundary scan element and can enhance a data transfer speed and to obtain a communication equipment using it. SOLUTION: A plurality of input side boundary cells 1, a plurality of output side boundary cells 2 provided corresponding to the input side boundary cells 1, a TCK line receiving a clock signal, a TMS line receiving a mode signal to switch an operating mode, a data input line and a data output line to input/ output data to/from a terminal of a communication object are interconnected respectively and a TAP circuit 3 that controls input/output of data of the input/ output side boundary cells 1, 2 is provided. Then the communication element is configured by connecting the input side boundary cells 1 to the output side boundary cells 2 in parallel via the TAP circuit 3.
