PROBLEM TO BE SOLVED: To improve the image quality of a picture photographed by an telecine camera by adopting conversion processing for a television signal for the telecine camera so as to match the number of pictures per second of a movie with that of a television picture electrically without the use of any mechanical operations thereby making the operation of the camera stable. SOLUTION: A television camera that conducts non-interlace scanning of 24 frames per second picks up a frame image 1 of a photo film, and records a non-interlace scanning television image 5 in compliance with the digital component signal D-1 standards to a frame memory. Then the image 5 of the 1st frame is read at an interval of one scanning line as data of two fields so as to obtain an interlace scanning form, the 2nd frame is read at an interval of one scanning line as data of three field, and the 3rd frame is read at an interval of one scanning line as data of two fields sequentially in this order for each three-frame and the data are recorded on a D-1 VTR, where electric conversion 9 as television signals is conducted to obtain interlace television images 2, 3. Thus, the film images are fed at a fast speed constantly and converted electrically into the interlace scanning television signals of 30 frames .60 fields per second.
