PROBLEM TO BE SOLVED: To contract a range of a vortex frequency generated in a range of a wind velocity to be predicted and to suppress an influence of a vortex vibration by a wind by lengthening a representative length of a housing in association with an increase in the velocity. SOLUTION: A housing 2 is mounted at a strut 1, a container 6 is mounted at the housing 2, and blades 3, wind receiving plates 5 and ventilating intervals 4 are mounted at the container 6. These blades 3, the intervals 4 and the plates 5 of one set with two combinations are disposed vertically symmetrically, coupled by springs 7 in the container 6 by using spring connecting holes 8, and the blades 3 are clamped at the plates 5 with screws 9, a wind velocity is accelerated to generate lifts at the blades 4. The blades 3 are raised and a representative length of the housing 2 to be observed is simultaneously increased by raising of the plates 5 coupled to the blades 3. Thus, an influence of a vortex vibration by a wind can be reduced.
